I've to agree with r gregg reed here. You have to remember in days passed they did not have the labs they do nowadays not to mention the fact that corruption was more rampant due to the fact that there wasn't a cottage industry of trying to catch persons doing wrong as today. Also it was poinetd out in the new york papers that a slim minority of horses are actually tested. This came up when they tried to ban a Vetrinarian
